Compare the tiny water droplets that form clouds to a kite...

When a kite has enough wind to fly... it flies... when it doesn't, it falls....

Just be thankful we don't have to shovel kites in the winter!

Clouds are made up of water particles that are so fine that the air can hold them aloft without falling. When too much moisture accumulates in the air, the particles condense and get too heavy for the air. When that happens, precipitation occurs in the form of rain, hail, sleet or snow. Cold weather will cause the particles to condense and fall. Low pressure will not support as much water as high pressure, thus bringing rain. Think of fog, that is a cloud that sits on the ground, moisture being held in the air without falling. When it gets too foggy, then the water particles begin to enlarge and fall to the ground in the form of a mist and collect on everything in the form of dew.

For a five year old the simple answer is that the clouds are very high and falling so slow that they take so long to come down that we don't see them get to the ground.

The real answer is that the water vapour particles forming clouds are so small that they are suspended by vertical air currents. When they combine into larger particles they do eventually come down as precipitation.

They are held up by updrafts, which are winds that blow upwards. The force of this wind is greater than the force of gravity, so they don't fall. The updraft can only hold up the cloud because its mass is so spread out and fluffy. When the moisture in a cloud comes together to form droplets, the updraft can't keep it in the air anymore, and it does fall--as rain!

the clouds are made up of dust and moisture and in most cases lighter than air. light wind also helps keep the mixture aloft.

Well for an easier less technical answer, tell him they are light and fluffy and gravity resistant.
