It is ok to tell someone no, but i hope you have a good excuse, because if not then, he could take it in a very hurtful manner. Be honest to him, but keep his feelings in mind.

You could tell him that you're not sure you're even going to be able to go, so you don't want to make plans with him.
You could tell him that you've already accepted another invitation, then when you show up, just tell him that your other invitation can celled at the last minute.
Or... you could just be honest with him. He would appreciate that.

tell him you have a prior engagement that night, or if you still want to go, find someone to go with instead if you don't know someone already. there's really no good way to handle that sort of a thing. if he's your friend he'll understand.

you could just tell him in a nice tone that you don't want to go to a dance with him and if you don't want to go out with him, just tell him you just want to be friends for now

just say you either already have a date or "I'm sorry,but I just don't want to go with you.sorry." That should do the trick.
