Yes, what you have is a swelling of symphonistical blister. It builds up from leaked fluids out of your urethra. You need to take of it fast before it infects you, or you might have to lose that part of your body to keep the infection from spreading. Take a needle, and very, very carefully, poke a slight hole in the swelling. Let the fluids gently drain out, then see a doctor.

Any bump, in a place where there shouldn't ought to be a bump, can be very bad; especially in an area as sensitive as that. See a doctor ASAP!!
