It is a system of rules which are there for guidance rather than being absolute. For example, the Health and Safety at Work etc. Act 1974 sets the basis for regulation of health and safety. It provides a non-prescriptive regime of general duties to keep the risks arising from work activities as low as reasonably practicable.
