well this is the magical world of IE7 ( lol )
the back & next is on the left hand top the two arrows.
the refresh & stop button are on the right side of the address bar on top. To enable the menubar you'll have to right click on the blank space of tool bar & go to view option & check it.
Click on the link below it'll help you with the screenshots :

Right-click where it should be, and click on "menu bar".
What were they thinking to hide something like that?!
If you like IE7 (or if you hate it) try Firefox...
Free, fast, a small 5mb download, Firefox blocks pop-ups and sites from secretly installing programs on your computer. It will copy over your settings from other browsers (cookies, settings, bookmarks). Firefox is powerful too, it's more up-to-date than even IE7 according to the web standards (w3.org).
The main reason I like Firefox is because it's customizable.
Why is customizability important?
Imagine being able to do 2 small things and never seeing a banner ad, flash ad or an iframe ad again? (Remember, pop-ups are already gone)
Imagine being able to pause your computer's music player when the phone rings without having to switch to it?
Firefox puts the power back in your hands!

You may need to turn your toolbar back on. Click on View, then toolbars, then Standard buttons and you should see your old toolbar. Good Luck

If you recently updated IE, you probably have IE7.
Right-click on the toolbar and select MENU BAR.
It's right there :)
