Most people who have not been exposed to the Deaf community and Deaf culture look at deafness as a disability and a medical problem. The view is that something is wrong and needs to be fixed. The medical community (and pretty much everyone who has not been exposed to the Deaf culture) uses the term "hearing impaired" because they look at it as an impairment.

The Deaf community views deafness as another way of life. It is a culture with its own language, values, customs, history, everything that makes up a culture. The term "hearing impaired" is highly offensive among Deaf people because it gives a cold, scientific view of something that has a lot to do with who they are. People in the Deaf community are proud to be Deaf, and do not view it as something which needs to be fixed.
