If you did not make the contents of the CD -- music, speech, etc. -- then you do not have the "copyright" to the contents. Making a copy would violate the Copyright Act.
The only exception is, for example, if you purchase a CD, and make a copy to keep in your car while keeping the original at home for safekeeping.

it's illegal to make copies for others, if you bought the CD at a music store, etc. .
if it's your music which you created and recorded, then it's legal
You can copy a store-bought music or software CD for your own use (meaning if you want to have an extra copy in case you lose or destroy your original copy of the CD)

It's legal if you're the one using the CD but you can't give it to your friends. It's also illegal to copy the CD if you don't own it.
If you recorder music on it yourself then it would be legal because you can't buy that CD at a store.

You "can", but it isn't legal if you give copies to your friends.
It is called pirating and breaks copyright laws.
It is legal for you to make a copy for your personal use. (After having our cds stolen from our car a few years ago, we now make a copy of each one at the time of purchase and put the copy in the car.)

You can copy a CD for your own use, but you cannot distribute it to anyone else. So no CDs to friends.

you can copy it onto your computer and send them the file. i wouldnt recamend selling any copied cds though..they could get you for that!

You didn't say what was on the disc!
If the disc contains copyrighted material (music, games, software, etc...), then no, you can not duplicate it for anyone except yourself.
However, if it's a disc full of data that you yourself created (photos, documents, etc..), then there's no problem.
