We've seen that when Haku activated the Ice Mirrors against Sasuke, he couldn't even comprehend the speed of his attacks until he awakened the 2 tomoe sharingan himself. It seemed to me that Sasuke could not only see the attacks but he could counter/defend against them. On the other hand, in his fight against Lee, eventhough he could see the attacks he couldn't even defend against them.
This means that the speed of Lee's movements were superior to even that of the sharingan, Lee said it himself, even if sasuke could predict what Lee would do, it doesn't mean that his body would be fast enough to react in time.(Keep in mind this was base lee with leg weights, no gates).
If you compare sasuke's performance in both fights it's clear that Lee is much faster than Haku.
I have a theory about why Rock Lee chose to fight Sasuke and why he became enthralled with Sakura. I don't even think hes in love with Sakura likes he claims, it wouldn't be too far off for Lee used Sakura as an excuse to test his forbidden jutsu. You're probably asking yourself "why", we know that the condition for Lee to use to use his Renge techniques is to protect someone or something precious. Rock Lee all of a sudden falls in love with a girl he doesn't know, hes willing to sacrifice his life for her. It doesn't add up, does it? Why would he go to all the trouble then? It's simple, we know that Lee is a genius of hard work. He's willing to sacrifice everything(even his body) just so that he could develop a technique that could defeat Neji. Gai himself mentioned that the key to defeating Neji lies within the unlocking the gates and using Renge techniques. Lee probably wanted to practice the forbidden techniques and for that he needed a motive, hence Sakura. Does anyone else find it strange that Lee's infatuation with Sakura dissapears after the chuunin exams?(He even ignores her completely when she visits him in the hospital). Going back to the Sasuke theory, why do you think he chose to fight Sasuke? if anyone were to look at the data books you would know that Sasuke is just Neji with a Sharingan, their personalities are very similar and their stats are identical. Why not challenge this years #1 rookie if you want to challenge last years? I think it just goes to show the ingeniuty of Lee.

I think Rock Lee is definitely the faster one when Haku isn't using his ice mirrors. They come pretty close even when he uses the mirrors, but Lee's lotus attacks are even faster then Haku's mirrors. In other words, Lee is the faster of the two.

Rock Lee by far is faster. Sasuke was able to track Haku's movements but not Lee's. Haku uses a high amount of chakra to up his speed to incredable hights and that is why Sasuke was able to track through his sharingan because it was technically considered a jutsu. Rock Lee can not use chakra attacks which makes the sharingan useless and plus he is just insanly fast especially when he opens his inner gates.

Of course Haku the fasters when he activated the demonic ice mirrors. You see, when Haku use the technique it can slow down the enemies.

that's a though one, I would have to say Haku. The only way the Sasuke could see Haku's movments is because of the Sharingan.
