Because the actor, Lou Ferrigno, who played
the hulk was partially deaf and wasn't the clearest
speaker. Dubbing his voice would have been
even worse, so, they just let him roar and grunt.
Kinda like Arnold in his first movies. Not many
lines.

Lou Ferigno, the fellow who played the Hulk, was deaf in real life and spoke in such a way that it was obvious. perhaps the Hulk never spoke because of this or perhaps it was because the Hulk doesn't speak? don't know, never read the comic
