At best any method has it's good points and its bad ones.
Shaving is always the easiest and fastest once you get practiced in the art of shaving the scrotum. However, you can try a hair removal cream (just test it first for allergic reactions and if you use it keep it well away from the head of the penis). If you are into S&M or cbt, then you should try hot wax treatment especially if you can find one willing to play this way. then there are the centers tha toffer various laser and other hair removal treatments that produce longer lasting results but can be expensive.
Being a bit stingy and definitely disliking scrotum hair, I prefer shaving and do it as often as required to be clean looking and smooth to the touch. It only takes a couple minutes in the mornign shower and is painless (assuming you are at least half awake when you shower - hehe).
For a more permanent solution though I guess you wil need to break open your piggy bank and find laser treatment; tha tis reputed to be the best for longevity.

Creams like Nair and Veet are good BUT if you realy wanna get rid of that hair forever I recommend you to do it with Laser. Is a 5 times treatment ($125 approx per treatment) that will kill the hair by debilitating its growth, you can go to a Laser Spa to get better info and some of them give you a preview in some part of your body to give you an idea. I tried this for the hair in my underarms and the best decision I made because the sking is completely smooth and never have to shave plus it looks like any other part of my body with out hair.

Shaving would be most efficient since you won't feel or it'll be nearly painless. The problem is that it'll grow back thicker and faster. Waxing would be better since it'll take awhile for the hair to grow back and once it does it'll be softer and thinner. The problem with waxing is that it hurts but has the best results. It also won't be as thick if you keep on waxing.

Ok, first you need a dull, rusty razor. Start by shaving the entire sac w/o water or shaving cream. Get a lemon (or any citrus fruit will do) and immediately squeeze the juice over the entire area. Once finished, stick them between the door and have a friend slam firmly, this will ensure that the hair doesn't grow back for awhile.

Waxing. Many spas have a cream that deadens the pain and it stays clean longer than shaving.
Electralosis is good but very expensive

Burning hair is not recommended (you might burn your skin). Consider having laser hair removal or using a safe chemical hair remover (ask the pharmacist about hair removal products suitable for sensitive areas).

electrolosis is painless but it is gonna take a very long time to do.it might be a tad embaressing but atleast it will be gone.

What I do is trim it with my haircutting clippers and use a number one clip/guard.
