Laws vary by jurisdiction. Generally, it is not a violation to "warm your car up in the morning," however, there many be a law about leaving your car running unattended.

It is illegal to leave you car running anywhere while unattended...it was a law intended to stop people from running into stores with the car running and then waisting police resources when someone else has run away with the car.
Unfortunately your friendly police officer didn't put two and two together or just did not care that you needed a warm mode of transit for your commute.

I don't live in Colorado, so you may not want my answer, but it is against the law in Utah, so it wouldn't suprise me if it was in Colorado. The laws are for both safety reasons and the protection of the owner from possible theft.
