A man with a dream/goal/plan. Add "of the future" to the end of the sentence and it might make more sense to you. But if your writing it for a paper, leave it off. (it sounds best the way it is)

The term is meant to say "someone who sees into the future". Not as a psychic but as say a person who wants to build something. An idea to create something. Could be a building, a company, whatever.
