Not to be doing your homework for you, but...

A. A tariff is basically a tax on imports coming into your country.

B. A true laissez-faire country wouldn't support tariffs. They believe in free trade. However, some more/less l-f countries do support use of tariffs if the country they are trading with has them, but they would do everything they could to get them to stop their tariffs (join a free trade agreement, etc.).

"Tariff" is another word for tax. Laissez-faire means that it doesn't interfere in the workings of business usually. A government can't provide services without funding, and taxes are the only way they can raise funds outside of things like foreign investment and acquiring more land.
