There are 4 animals which will kill and eat only the head of a chicken. Raccoons, opossums, skunks and weasels. So depending on where you live and the critters around my guess is most likely a raccoon, possum or skunk. If they are getting roosting birds then you can narrow it down to raccoons or possums. My bet is raccoons. The reason only the head is being eaten is because it has the highest amount of protein and is quick and easy to eat. I would recommend getting a box trap and placing it in the door going into the coop. Make it so the only way in is through the trap and you will find your culprit. Foxes would just carry off the entire bird. Owls would eat the middle before they would the head.
