First I need to know what the product is, run ads in the newspapers, and radio. If local TV station would try that. Al lot of times word of mouth is the best selling tool you can get.

It depends on your target audience and your product.
Research you market and find out if there is any common organisations, niches and areas where you can get a lot of coverage with very little marketing. Build up a database of contacts and mail them with interesting material, Attend exhibitions and put ads in local periodicals. Without knowing the initial facts it is difficult to advise. Just look after your customers don't under estimate the power of word and mouth.

Well it really depends on the product but you could always say that you would research like products and the places they advertise. Also try surveying the public to see what advertisements they take notice of in relation to certain products.
