If you defer to science, you would have to say that, if the Silver Surfer knew the nature of Superman's power, he could easily defeat him. How? As a being possessing the power cosmic, he could easily reproduce the the radiation output frequency of a red sun, thus robbing Superman of all his powers, That having been done, the Surfer would have practically unlimited ways of dispatching the Last Son of Krypton.

Sheer POWER is on the side of the Silver Surfer. The Power Cosmic is by far more potent then Superman's heat vision. And it might be possible for The Surfer to broil Superman, even if his skin is bullet proof and resistant. They are both close in strength, speed and durability.... with Surfer slightly ahead of Superman in Speed. Since they would likely take the fight away from civilians, this one spills over into space. Out in the vacuum of space Surfer wears down Clark until he passes out from lack of air.

Interesting question. Surfer possesses the Power cosmic and Superman derives his powers from a yellow sun. Im not sure if surfer can project red sun energy or kryptonite radiation, however we do know that surfer can warp space so as to travel between sectors,he also probably has an intimate knowledge of which solar systems have yellow and or red suns.It would not be hard to get Big Blue to follow him to a red sun sloar system and defeat him as his powers diminished

I think it might be POSSIBLE for Norrin to take Clark down.
I have to disagree with what one or two people have already said, that if Superman was subjected to red solar radiation, that it would remove his powers. It's been shown (in a post-Crisis 'return to Krypton' story) that Superman's body acts like a giant solar storage battery. It took a long time for him to reach his full power leverl, growing up on Earth; it would take a while for him to expend all his energy in space until his powers disappeared.
And it is certainly a good likelihood that the Silver Surfer could project Kryptoinite radiation, but how would he know of Superman's weakness, unless he started radiating all kinds of energy at him, and tried to figure out which on he was vulnerable to...? He would have to try one at a time, or he would not be able to figure out which one it was. I get the impression that K-radiation is of a fairly limited wavelength.
So it would come down to energy attacks (cosmic rays vs. heat vision). Silver Surfer could probably shield himself against those, and Superman is at least somewhat resistant to energy attacks.
So it might come down to hand-to-hand after all. According to the crossovers, Superman is on a par with Hulk, and I don't believe that Norrin is optimized for strength. On the other hand, I don't think that Clark could necessarily hurt the Surfer. I think that Norrin could eventually tire Superman out and possibly defeat him. However....
Norrin Radd can tell that Superman is noble, good, kind, gentle, honest, compassionate, peaceful. They are kindred spirits. They would not want to fight each other. They would wind up being good friends, who understand each other, in a universe where everybody else seems to think of life entirely in terms of combat, of a violent contest of strength.

Oh yes. The Surfer can fly faster, has gone toe to toe with hulk, is really tough (states in an Avengers crossover issue in 1974 that he's flown into suns). My money's on the surfer.

Not sure. Superman has laser vision so he could zap the Sufer before he gets to him. However, the Sufer has amazing agility on a surfboard so he could dodge lasers.I think its an equally fair fight.
