my sister is 3 and doesnt know any better but i really love my teacup chihuahua and i don't want her to hurt it.

Restrict her "play time" with the dog to SUPERVISED play only. Praise her when she treats the dog well, and remove the dog from her when she's too rough with it. Never leave small children alone with pets -- both the child and the pet could get hurt. If your sister cannot treat the dog gently, refuse to allow her near it at all. She'll eventually learn that playtime with the dog is a privilege she can benefit from only when she behaves well.

And she could accidentally hurt it if you're not careful. Just keep reminding your sister to be gentle with the puppy, and watch her all the time when she's around your dog. She will learn the most by watching you. When my daughter was 3 we had 4 chihuahuas and she learned to treat them with gentle respect.

By teaching her to be gentle with teacup ; and not allowing her to be alone with the dog until she is older and understands .

encourage her to play with the puppy under strong supervision and when she is too hard stop her and say "no gentle like this" and show her - it worked on a 1 year old i was looking after with my dog

she thinks taht she's just playing with the doggy
ask her how would she feel if somebody do the same that she does to your dog!!!

lead by example and show her the right way to pet a dog that small.
