Check the mouse speed if it is set to fast or low it will do that also depending on your mouse if it is a ball mouse try cleaning it and if it is a optical mouse it could be your mouse pad I have had problems fining a good one. and just for kicks run it through virus scan to make sure it is not a virus.

mexican jumping beans....no seriously... first you need to tell us if it is a wirless/laser mouse or a rollerball mouse. If it is a rollerball mouse then try cleaning the ball. if it is a laser mouse check the surface that you are using...if you have any dirt or anything like that it will cause the cursor to jump

Your mouse is suffering from crazy mouse. it is caused by virus or trojan or mechanically or corrupt windows.
