For Michigan, it is:

1st Degree: includes Penetration plus any one of circumstances 1-10
Penalty: Felony; any number of years in prison with life maximum.

2nd Degree: includes Contact plus any one of circumstances 1-10
Penalty: Felony; up to 15 years in prison

3rd Degree: includes Penetration plus either circumstance 11, 12, 13
Penalty: Felony; up to 15 years in prison

4th Degree: includes Contact plus either circumstance 12 or 13 (except "e")
Penalty: Misdemeanor; up to 2 years in jail.

It depends on the state. Some states say that just getting unwantedly naked is sexual assault, others call that something else.

Any prosecutor in any city or county should be able to tell you the difference. A lot of police officers might know the difference, too.
