A LICENSED PLUMBER can work on any gas line after the meter. Don't know where you are from. Has the line just been capped off or is it full of debris? If it is full of debris you can use an air compressor to blow the line out. If it is capped off just remove the cap.

by law a plumber can not touch a gas line only a lic. gas company can......if he does and something goes wrong, leak, fire, etc..he ca not be held responsible for damages.......plus a gas line should not be blocked! damaged maybe.unless u have unscrewed one end and exposed the inter tubing.......

he might just replace it with a new one. most gas lines are sealed to prevent them from getting plug ed up. no point in risking debris in getting into the appliances
