Of course spending time with anyone is legal in this country. Don't try going against her family in the middle east or India though or you might end up stoned (not in a good way) or beheaded. It might even be legal to go all the way depending on your state. However, that is kinda creepy, a senior hittin up a freshman...

Don't be misled here. As others have stated it is definitely illegal to have sex, but it could also be illegal if you are doing anything else (although just kissing would PROBABLY not an issue). The DA would have the choice of bringing a case against you for any "sexual misconduct", which doesn't just mean sex. I would look it up for your state, because state laws differ.

It's not illegal to date, but it's sketchy on the legal details. Even if the 15 year old consents, it's statutory rape. And even if you don't go all the way, it could be construed as a legal issue... Not likely, but depends on the parents of the minor.

Of course you can date. "Age of consent" addresses carnal knowledge, not holding hands.
You should note that "age of consent" laws often address the difference in age, and 2 or 3 years is a common figure. The chart linked below is not complete, and you haven't said what state or province you're in.
