I get occasionly bumps on my vaginal area. I have never had sex, and I have had them since I have been 12. They come and go and sometime bleed. What could they be?

it could be caused by rubbing from you underwear. it might be just a rash and it bleeds cause either you keep scrathcing it or your pants keep rubbing on it

If they're outside the vaginal area they could just be pimples. Especially if you shave/wax down there. I would definitely visit a gynecologist in any case.

They are probably just Pollups. You may want to get them checked out they could be cancerous.
