I am not sure there is a finite formula for that but it is true that if you tone up and drop excess weight that you penis will appear to be larger. Part of appearing to lack size in obese men is the amount of the penis that is hidden in the fat layers around the pubic region. So by dropping off that fat, more penis will show. I woudl hazard a guess though that if you could lose only the pubic fat it would take a mean losing very little weight to appear to gain length.

Although it is true you may, I repeat may, gain a millimetre or two (just because the fat in the area would retreat), the truth is that your penis will look bigger but will not in fact be bigger. It's an optical illusion caused by your body mass/size getting smaller. The penis is a fixed size with only a few millimetres of give either way. So if you get fatter, your penis will appear to shrink and get smaller. If you get thinner and leaner, your penis will appear larger. Simple optics, nothing more.

the truth is that if you have the extra cock size then loosing weight when you are drastically overweight will help. but you have to have that to begin with. being overweight can take some of the usable cock lenght away as well. best bet is to be happy with who you are and learn to use what you got.

Yes, the fat actually engulfs the penis from the base up, so when you lose weight the penis is actually longer.
