I noticed at the end cuts Michaels head off but He obviously comes back in Ressurection. So did he replace his clothes and mask on some one else or does he have some special regeneration abilities?

It was the peramedic, but it's all suspect. I mean, if you watch the movie, the guy was attacking her like Michael instead of some poor fool who got his voicebox crushed. It's one of those "after the fact" changes where the writers are like "oh yeah, and this is what REALLY happened in the last movie".

He put his mask & clothes on the guy in the ambulance. Therefore letting him escape & making Laurie Strode cut the guys head off.

He crushed the voice box of the ambulance driver so he could not speak then switched clothes with him. When Laurie saw him, she thought he was Michael since he could not speak and tell her who he really was. That is why she chopped his head off.
