It depends on where you go. The southern half of Australia, ex. Sydney, is cold during their winter (June-August), Brisbane is warm, and up north it stays near tropical.

Australia is almost as large as the continental United States. If it is cold in Minneapolis in winter, would it be as cold in Galveston? I live in Canberra. Over the past several years I have seen flurries of snow about 5 times. It melted the instant it hit the ground. Sometimes it is minus 6 Celsius overnight but reaches perhaps 10 or 12 Celsius during the day. I have seen days when it was zero Celsius until about 1pm when it went over for half an hour, then dropped back below. Zero Celsius = 32 Fahrenheit.
At the same time in say Rockhampton, the temperature might be plus 5 overnight and rise to 18 or 22 during the day. Further north the temperature rarely drops below 18 or 15.

Australia is HUGE with diverse temperatures.
In winter, Darwin and the Top End is warm and humid.
The southern cities get cold.
Min-Max temperatures in July:
Melbourne 6-13 degrees
Sydney 8-16
Perth 9-18
Darwin 20-31
Hobart 4-12

I live in Australia and where my horses are boarded it gets to about 7 degrees celcius in winter. They have one big shelter but there are many horses so they all tend to huddle together under the big fig trees. They are given hay for warmth and have got good long winter coats. I don't rug them at all. I believe a horse should only be rugged if it cannot handle the elements and climate they are in. Summer you should not need a rug at all. It creates unnecessary body heat, is there any reason for a coat in summer in your case? In winter when it rains I rug one horse in the paddock (not my horse). This is because she is from WA and is used to much hotter climates. She has a very short winter coat and is missing hair due to being caught recently (She is a brumby and was caught a few weeks before arriving). She still needs to adjust to the cold climate so I have a rug to help her, and she gets hay too. It sounds like your horses don't need rugs at all. If you feel the absolute need I would suggest a new zealand type rug for all seasons. Light weight, most are waterproof and can be used for both seasons (Used on the brumby mare). :)

gday depends where you live up north Qld northern territory Western australia its beautiful warm and the best way too hot in summer.
perth WA south australia adelaide cool in winter not too bad.
sydney pleasant in winter about 15 20 degress.
but victoria lower NSW and Tasmania is very cold in winter . we are big country so have many different weather situations in each state.

Typically if your in the northern hemisphere your winter would be there summer in the southern hemisphere and vice versa.
