The darkness (sort of looks like a shadow) is caused by the root of the dark hair showing through the lighter skin. To get rid of the shadow, you need to fully remove the hair. Shaving only removes the hair above the skin surface. Waxing, epilation, or laser hair removal will get the whole hair, and the shadow will disappear until the hair starts to grow again. That can be as long as 6-8 weeks, depending on how fast your hair grows.

Use a soft exfoliator to slough off lifeless epidermis cells. Then use a fading cream, like Palmer's Skin Success Fade Cream. It's now not harsh like bleach and might take a at the same time to lighten the epidermis, but it surely does paintings.

Look for skin whitening cream. It's usually sold in a very small jar near the African American section of hair products in your local pharmacy or beauty store. Rub the cream on the area twice daily. You should see results by spring.
