Well, if you have a round toilet, the circumference is approximately 3.14 times the diameter of the seat (measured across it). If you have an elliptical toilet, there really isn't a formula to calculate the circumference, you'll have to run your tape around the edge of the seat.

First, decide if you want the inner circumference or outer circumference. Then run a piece of string around the circumference of your toilet seat, and cut it or mark where it meets itself. Remove the string and measure the length.

I don't know but to find out...
c=pi*d
so measure the diameter, and use a scientific calculator (your computer probably has one) to multiply it by pi
and Voila! the circumference.
