So they can have information on every page when printed... Such as page numbers, the name of the document, or copyright and confidentiality statements.

it is a great way to put recurring information on your printed pages. titles, page numbers etc. you can also have the file name on there, art (like for a letterhead) etc. pretty handy!

Because they work better for titles and footnotes, rather than trying to center the information.....
