can people who are half or part black say the "n" word?

This is really more of a personal decision for every person. Its more of a case-by-case type of question.
One person, for instance, might use the word with the 'a' sound when talking with a close friend or brother. Often times this is how the word is used.
When used with accentuation on the 'er' its more derogatory.
It's a free country, and anyone can speak as they please. Its just a matter of what way you mean to say it.

personally, i don't think anyone should say the word. However, some rules

1. *****, never ever pronouce the -er
2. if you don't look visually black, someone will be very angry.
3. if you are part black by blood but not by culture, someone will be very angry
4. if you're not close to the people you're trying to call the "n" word, they will be very angry and offended.
5. you can never be sure which black person is going to be offended.

But I bet if you were called one or both combined, you would definitely consider them fighting words. Now I'm a black woman and I just want to write this: Don't worry about our culture and what names are being called to whom. The word shouldn't be used PERIOD. Regardless to what people think it means, what it used to mean, and how people use it today.. the word still carries a lot of weight. And either way it goes, someone is going to be offended. So, open up your vocabulary and use another word.

my dear we live in the 21st century and that would is an insult and very degrading to any race .why should we care What race we are it is only colour. look at the palm pf your hand and look at someone Else's of a different race is it not the same colour when you get cut and another race gets cut is it not the same.so why should we segregate we should never verbalize words that demean people in short no one should use any vulgar word to describe any other race they are people of different decent but one blood
