The recommended method:

Buy an international calling card. Find the country code for france and then the telephone number for whom you wish to call. Follow the instructions on the card.

You take the French number you want to dial and if it's a 10-digit number starting from zero, then you drop the zero (this is for domestic dial only), then dial the following sequence:

011 33 X XX XX XX XX.
where 011 is International acces and 33 is the country code for France.

The cheapest way would be to use a call card (then dialing will be different, depending on a card) or VOIP. For example, Lingo offers free calls to all countries in Western Europe. I personally use Skype - it's less than 2 cc/minute.

Just dial 0033 (international code for France) and then the number WITHOUT the first 0

If the number is:
01 44 xx xx xx

Dial:
0033 1 44 xx xx xx
