What is the average size of a picture in kilobytes?

I need this information because I am nearing completion of my website and I need to restric the amount of pictures a person can upload, but it has to be done in kilobytes. So, I need to know the rough estimate in the ball park number in kilobytes for the average picture. There is always an average.

The ones my camera take, at max resolution run to about 550k each.

There is no average, as the filesize depends on size, quality and format.
