So you are saying that your drive sees DVDs but will not write to a CD-RW, this would mean to me that it is not dirty since if it was it would have a problem with DVDs. This means, to me, one of 2 things, either you drive is not a combo drive, that is it doesn't have the capability to write on CD, or there is a problem with the CD-RW. First check the front of you DVD unit and see if it has written on it ReWriteable. If it doesn't that is your problem. If it does try a different CD-RW, preferable one that is recognized it another system. This should solve you problem, but if not then it is most likely a driver issue, and much more difficult to fix. Good Luck

Well it could be any number of things.
Bad CD-RW drive, incompatible media, or a driver issue.
The easiest to check is the media, get another brand and try that, see if it works. Then check software, go to add/remove programs and remove any CD-burning applications (Roxio, NTI, Nero, etc...), reboot and try again.
Still not working? http://support.microsoft.com/kb/q270008/
Follow the instructions for removing cd filter drivers (if these exist on your PC)
Still not working? CD-RW drives are cheap, pick up a replacement. Installation is easy, just plug the new one in the same way as the old one, make sure that the jumper is set the same as the old one.

Your DVD drive does not read CD's. That happens a lot. You need to replace the DVD drive or buy a CD drive.

Try cleaning your CD-RW. The sell special kits to do this in stores. You may also have to update your drivers for this CD-RW drive. I know that with my DVD player there are certain things that it will not read.

It sounds like the laser reader may be going on your drive. You can either take it in to be fixed (if it is a laptop) or just replace the drive seperately if it is a desktop. It you dont know much about computers, you can also buy an external drive that you dont have to screw in or anything.
