it depends on how close the snake is to the surface... since snakes are not usually deep water swimmers, u should be able to get a shot..

Depends on the circumstances? Is the snake on top of the water or beneath the surface? Can the shooter aim the gun? What is the range to the target?
I'll assume that you mean "Can a bullet hit a snake that's under the water". Again, that depends. Mythbusters did a show on shooting into water once. They found that a small, low caliber bullet will penetrate much farther into the water than a heavy, powerful round. So a small handgun will probably do better than a big heavy rifle.

Sure if you aim. You need to compensate for the angle to the water though, don't shoot too shallow as this might cause the bullet to skip and go up into the air and could strike someone. Also a close shot could stun it.

not likely. there was a mythbusters about shooting into water and most bullets stopped dead about 4 inches into the water
