You have one of two conditions, phimosis where the foreskin is too tight/narrow to be retracted fully, or frenulum breve where the frenulum of the foreskin is too short. If it's the latter it's easy to resolve, just to go your doctor and it can be cut; it'll hurt or be sore for a while, but it's minimally invasive.
Since you can retract your foreskin about halfway back, I'd suggest continuing with the stretching exercises since they work in the majority of cases. Perhaps you weren't doing it correctly before. Take two fingers and stretch the opening of the foreskin as far as it'll go without pain (like increasing its radius) by hooking a finger on either side of the opening. It's a little hard to describe and may take a few tries to get right. Do this for a few minutes each day and after several weeks to a month, you should be able to retract your foreskin fully and comfortably. It's important that you stretch as much as you comfortably can; if it hurts you can end up making things worse. If after a dedicated month and nothing works, ask your doctor for prescription creams that're supposed to help when combined with the stretching exercises.
If even with the cream it doesn't work there are many other surgical alternatives before considering circumcision. There is something called a "dorsal slit" where a slit is made in the foreskin and allowed to heal. There is also a surgery to increase the opening of the foreskin. And then there is a partial circumcision where only the tip of the foreskin is removed, so there's enough to partially or completely cover the glans, depending on how long your original foreskin is. A full circumcision should only be considered when all other viable options fail - and regardless, you'll need parents' approval until you're 18.
Your glans (the top of the head) is painful because it's sensitive to touch. It's normal and oversensitivity is rather common in uncircumcised guys. If you had a fully retractable foreskin you can desensitize it a little by exposing it to the air for a few minutes each day. If you were to get circumcised now, you'd feel that pain all the time every day for a few weeks to a few months, depending how long it takes your body to adjust and how long for your glans to desensitize. And afterwards, it may not feel as good as it would've if you kept your foreskin.
I know this is a long post, but my advise is to continue with the stretching exercises properly or ask your doctor for options other than circumcision. Look to the links for a little more detailed info. Also, the size of your penis has nothing to do with anything in this respect (but be glad you're so ridiculously well-endowed). A circumcision is probably not what you want to go for until all other things have failed you. A fully functional foreskin is a very good thing, so aim for that first.

Oh, little buddy. The trouble with writing problems like this is you will always get such a huge diversity of replies and all it does is make you more insecure in your ability to decide. I notice an answer from someone here which is bordering on hysterical and the answer going on forever changing from one thing to the other.
Okay, let's look at the problem in it's simplest form shall we?
You have a problem with retracting the foreskin and it hurts. That's grounds enough to talkl to your Dad about it.
If there's a problem talking with him, then go to the doctor and tell him what the problem is and why you don't feel comfortable talking with Dad about it. He'll understand.
The next thing to do is let the doctor examine you and let him advise you.
Should circumcision be necessary, then let him talk to the folks about it. That can be done by a little conference with all of you present. I suggest you hold off the stretching exercises and take the advice of the doctor.
The last issue I want to deal with here is the so-called barbaric practices and all the hysteria which surrounds these issues. Buddy, this is how it works. It's your body. You feel the pain, nobody else. It is solely your decision to talk to the doctor or not. As for the religious stuff the other answerer was putting forward, I want to put something too. Did not Jesus heal the sick and stop the suffering where he could?
Don't worry, you'll make the right decision and soon it will all be ok.

I am not a professional or expert on this matter but I can answer your question from experience. When my eldest son was about 3 years old, he had difficulty in urinating and had a slight fever. I brought him to his pediatrician for a checkup. It turned out that he had a urinary infection due to PHIMOSIS. This is a condition where the foreskin of the penis is so tight that it cannot be retracted thereby, accumulation of "discharges" around the penis head cannot be cleaned therefore causing infection after sometime. The only remedy that his pediatrician advised is to have a circumcision. So at age 3, my son got circumcised, German cut by the way, and since then, he had no problems about it. In fact, my second son also had the same condition when he was about 2 or 3, in his case, he cannot be circumcised yet because the foreskin was still attached to the head, so what the doctor did was to make a slight cut on the foreskin just enough to be able to retract and clean the inside. He is now grown up and got a circumcision when he was 12.

Circumcision isn't the solution for your case and isn't necessary.
The penis length gets no importance.
You have a (light) common inconvenience called Phimosis that is easily solvable thro a short surgery that practically consists in a bit slash around the skin (and not a complete circumcision!). Please talk with your doctor for that.
I don't know what you referred about the stretching techniques, but it needs many times and somebody was able to enlarge a little bit the tight foreskin putting something (wad for example) between foreskin and glans.... constantly and for long!
About the pain you feel touching the head, that's because in your case the glans is too sensitive, but step by step touching it and with the masturbation such annoyance will get the end.

It sounds like you've put a lot of thought into this and tried the suggested methods for non-surgical help. You can discuss whatever you want with your doctor and he's not supposed to tell your parents. However, when it comes to surgery, with the exception of abortion for a girl, you must have parental consent when you are a minor because of the liability issues. I think you should talk to your parents, Dad in particular, and explain how painful this is for you and your wishes. Common sense should kick in for them and hopefully agree with you. If not, start marking off your calendar to the day you turn 18 and plan for it then. One other alternative is to petition the court for permission if your parents don't grant it.

This is a painful problem and you must see your doctor. First get his advice about whether circumcision is advisable, and then decide whether you can or should tell your parents.
If you do decide to tell your parents, or are forced to get their permission, they would surely not wish their son to be in pain all his life.
Many men have circumcision for this kind of reason, it is nothing to be ashamed of or embarrassed about.

I had a circumcision about your age. It was worth it, after years of having foreskin issues, and infections due to problems beyond my control, I enjoy my foreskin free life and feel great about myself, it also relieved some of my itching and moving myself around in my pants which is common for those who are uncircumsized.
