I would check to see what a comparably equiped gasoline powered 1999 Honda Civic is selling for. Then you need to ask yourself if running on natural gas is an advantage or disadvantage.

My aunt owned a CNG power car but found it increasingly difficult to buy CNG and ultimately got rid of the car. If you don't have a reliable source of CNG, then the car is basically worthless. Also, traveling outside of your local area is more difficult because finding CNG is more difficult than finding gasoline.

If you have a reliable source of CNG, my understanding is that CNG engines last longer than gasoline powered engines because the fuel is cleaner. This would justify a premium in price to a comparably equiped gasolined powered Civic.

Try going to the Autos section on http://www.msn.com. They have a pretty good database of vehicles, with specs and pricing on them. I have used them many times when used car shopping.
