i know that if whites joke a about another race their being racist but if a another race jokes about whitey than it is just a statement

I would think a racist statement has a bigoted perspective, while a racial statement might just point out differences or similarities between races in a respectful way.

I do, but for some, the presentation may not be as clear as it could be and can easily slide over from racial to racist.

Some are obvious. "Why are [they] so stupid?"

Some are problematic. "Why are [they] unable to excel at school?"

You may have to go the vague specific route. "Is the government doing enough to help all members of our society?"
