If you mean openly homosexual I would say The U.S. followed by Great Britain, and the Holland. But Germany ans Spain may be in the running as well. Strangely enough I have noticed some homophobic elements in French society and gays there seem to stay in the closet.

Well, if you accept the general premise that homosexuality is genetic and not a lifestyle choice, and you accept the assertion that approximately 10% of the population is homosexual, you would just choose the three most highly populated countries.
