I'm working on a problem where I would like to weight telephone respondents based on the number of phone and the number of adults in the home. Suppose I start with a weight of 1 what would my final weight be? Is it w=(Household size)/(# of Phones) or is it w=(# of Phones)/(Household size)?

Take for example CBS uses a weighting technique if there are 2 or more telephones at the resident then the weight is effectively 1/2 otherwise it's 1. I would like to take this approach but I would also like to include a household size stage as well.

This is a little like deciding that when you call a number (phone) that all residents are in agreement. This is valid is you think that the response that you get can be considered to be the response of all the residents.

Sometimes it helps to look at extrema. How would it effect your results if you called two households:
1) 1 phone, 100 people
2) 100 phones, 1 person

Also, either of your ratios is one if the household has one phone and one resident. How does it change taking a slight excursion from that?
