Northernmost airports in Finland are
- Ivalo (no direct flight between Tampere and Ivalo, you'll have to change probably in Helsinki, 4 h of flight)

- Enontekiö (i didn't find a flight)

- Kittilä (again, you'll probably have to change in Helsinki).

- Rovaniemi (again, possible but via Helsinki)

I think that's all for Lapland for plane. Otherwise, you can take the train (http://www.vr.fi/heo/eng/) , it can bring you to Rovaniemi, Kemi, Kolari (http://www.vr.fi/heo/eng/aika/kemi.htm), that's the south of Lapland. The "TrainBus" can bring you to other destinations more in the North :http://www.vr.fi/heo/eng/lapin_matkat/lapin_matkat.htm

I believe that the nearest airport to Lappland in Finland is Rovaniemi. I don't know if flights go direct from Tampere or if you have to go via Helsinki. Driving is out of the question and I do not know about trains.
