Well just go up and introduce yourself. Tell her that you live in the same neighborhood and that you just wanted to get to know some of the your neighbors, then just try and make small talk to see if she is receptive to it. I am sure if you have things in common it won't be a problem

Are one of you new to the neighborhood? If so, it is customary (at least in S E Missouri) to take the new neighbors a treat (cookies, etc). and introduce yourself. Either the old neighbors can use this to welcome the new neighbors or the new neighbors can do this to become familiar with a new place.
This could also work even if you both have lived there a long time. Take them over, introduce yourself, and invite her to an event - an art show, a museum, a movie - whatever you think you would both enjoy. Even just a walk to the park so the dogs can play!

Just go over and introduce yourself. Then comment on her dog and say that you have a dog too and maybe sometime you two could take your pets to the dog park. Or just ask if she wanted to go get some icecream, or maybe go catch a movie. The worst that can happen, is she says no thanks. You won't appear to be a stalker. Just don't go looking into windows and hidding behind tree's and I think you'll be fine. Good luck with starting up a new friendship!

Make a batch of muffins, put them in a basket with a few tea bags and make it inexpensive and cute. Go to her place and knock on the door; when she answers, introduce yourself and tell her your where you live. Strike up a conversation like: I noticed you have a dog, so do I. Would you ever want to get some exercise with them together? She'll invite you in if she's interested in a new friend. If not, she'll take your basket and slam the door. Chances are she will be happy to have a new buddy in the neighborhood. Give it a try; what have you got to lose?

Walk up to her and start a conversation. If she's out walking her dogs, bring yours out and say "Hey, you live around the corner, right? My name is___" and then talk about the dogs and work the things that you know you have in common in the convo. She'll pick up on the similarities you two have and if she wants to be your friend, it will happen. Don't push too hard, though.

Its quite simple to make a friend.
Try talking to her see if yous really do have anything in common and just ask her if she wants to hang out sometime.
If your in school and if she's in one of your classes at school just say " Hi my name is ." and start a conversation.

If you see her out with her dogs just comment on how nice they are or ask if you can pet them. Then you can start a conversation such as "you're new aren't you..." Take it from there.

well you could starts by taking her a house warming gift like maybe a pie the old fashioned way or something or just go over and welcome her to the neighborhood good luck and i hope she does become your friend i have several ideas
