the old ones can usually be had for hauling them

If your looking for a large format plotter then try eBay. Time to time I have seen them listed on eBay. Otherwise try phoning suppliers in your area and ask them if they have any refurbished available. If they don't have any available ask them if they could suggest anyone that would.
Have you tried Internet searching the brand of your interested including the word "use" or "refurbished" in the subject line.
I work for a company that handles government leases returns and we get plotters time to time. I wish I could supply you one but I haven't had any available in a few months. Try companies in your area that handle lease returns.
