OK, this is a problem dealing in fractions. To begin, find the lowest common denominator (a number that each of the denominators can be divided into). This number would be 18. Now the fraction 2b/9 = 4b/18 (because you have to multiply the denominator 9 x 2 to get 18, you have to also multiply the numerator 2b x 2 to get 4b - this keeps the fraction the same because 2/2 = 1).
Now writing the problem with the least common denominator, you get:
4b/18 + 3b/18 = 7b/18

Are you just trying to combine these fractions? If so, then you can multiply any number by 1, and it will be the same, right? And 2/2 = 1, so you can multiply the first fraction by 2/2, and it will still be the same. That way, 2b/9 * 2/2 = 4b/18. Since they both have the same denominator, you can add them now. 4b/18 + 3b/18 = 7b/18. I hope this helps.

2b/9 + 3b/18

Perhaps you want to combine the fractions - the LCD is, by inspection, 18

[2b(2)/9(2)] + 3b/18
4b/18 + 3b/18

7b/18
