2 seconds are 2 seconds. Speaking of frequency, you must say what is happening between those 2 seconds. So, if something happens 20 times in a lapse of 2 seconds, the frequency is 20/2 = 10 times per second.
1 hertz (Hz) is 1 cycle per second.
the period is the time needed for a cycle to complete. In the example above, period is 1/10 second.
