If allowed to cool for half an hour or more, the van will crank and run just fine. Problem seems associated with outside temps more than with engine temp.

you need a new starter on it,if the engine wont turn over its the starter getting hot,and the brushes separate in it until it cools down some,i own and operate a repair shop,in Tennessee and i see this all the time if it turns over good but wont start then that's different story all together but id say its the starter on it,since you didn't say if the engine would still turn over good its hard to give a good answer on this one,but maybe this will help,good luck with it,i hope this help,s.

Why are you replacing all that stuff that doesn't have anything to do with the engine cranking?
Batteries, wire connections, solenoids and starters can all act up when the temperature is different. Somebody poking around with a voltmeter when it won't start can tell you what's wrong in two minutes.

agree with dodge man.
Or someone replaced your starter at one time and didn't put the heat shield back on.
