i was reading up on katrina and it seems to me that everyone was going around acting like wild animals themselves.killing, raping, and stuff. whats thats all about? they were'nt trying to help themselves. they should have stuck together and tried to help each other out instead of clowning. then they want to blame it on the government and bush. if it was a white neighborhood, they would have known how to stick together and the murder rate would'nt have been so high. They just acted crazy. however,i do think if it was a white city it would have been more help provided which is wrong. i'm not racist but it is true. i love all people.

maybe spending $600 billion on "rebuilding" Iraq should have been spent on building the damn leevees in New Orleans. as for the woorlds richest superpower having so many people lliving below the poverty line, well thats unspeakable, and that is the fault of this and every US gov since it began. desparate poeple will do desperate things, but they should not be in that situation, without jobs without mopney, without hope, i mean we are not taliknig about Somalia here, we a talikng about the damn USA.

The government didn't cause Katrina, but the local government for sure did not help the residents evacuate as they should have. It was not just an all black neighborhood (it has to do with financial class), and there were also white and elderly effected.
The after effects of the killings, rapes, and thefts were caused by a small amount of thugs taking advantage of the city while it was down. Not everybody was behaving animalistic like the media portrayed. In the media it is all about New Orleans, but there were many cities in Louisiana, there were many cities in Mississippi hurt by Katrina that you don't hear about, and our state is still trying to shuffle through the mess, and on top of Katrina, Hurricane Rita came shortly after which was actually a worse storm.
In all cases, it was a total lack of communication and organization!

I don't know the full facts but I wasn't in there situation. Race has nothing to do with it! There is bad people in every race! These people thought there world was coming to a end...and really it did for most down there. Yes a lot where out of control but it wasn't because they where black. Thats messed up that you would even say some sh*t like that. What is wrong with this world and the gov is because of people who think like you...,"if it was a white neighborhood, they would have known how to stick together and the murder rate wouldn't have been so high. They just acted crazy." You might as well added, "So since they ain't white lets not send help" That is a racist comment.

The governments (city, county, state and federal) all were at some fault for not being properly prepared and for mistakes made just before, during and right after the storm. As for the mayhem that was reported, a lot of what was printed right afterward was inaccurate. A lot of that bad acting stuff did not happen at all or to the degree reported.

I think issues related to race and poverty and dependence on government all caused a bad situation to be much worse. Many citizens and people in government were lazy before, during and after, which made the situation worse.

I don't think President Bush did anything wrong. The mistakes were made before him at all levels and immediately before during and shortly after the storm, the mistakes were made by the others involved, at lower levels in all the governments and the citizens on site, but not him. He has not been in office long enough to have fixed the systemic problems or prevent the problems that occurred. However, the major and the governor and the citizens could have done a lot just before, during and even after to prevent a lot of their own problems. The ones that made mistakes did so because of their own stupidity and laziness.

People have to realize the government is not here to provide us with a bib and a baby spoon.
The government did a good job of warning people that a level 5 hurricane was coming. I live in Florida, you head out when a 5 is coming, and most people did.
So the onus is firstly on the individuals themselves. Liberal Democrats have enslaved several generations of people with their big brother poverty welfare programs. Too many people want to rely on the government, rely on yourself first stupid!
But there is no doubt the gvt. did botch the rescue efforts. But you first have to blame the local people. Did Bush tell Nagin to leave the thousands of school buses inactive, no. How can that clueless moron Nagin have been reelected?
Secondly, the state government is to blame. And did not Gov. Blanco turn down federal gvt help the first few days? Yes she did, clueless part two.
The Feds were slow as well, they also dropped the ball. But too many people (Dems) have used this as a way to bash Bush, and that is crap.
Bush is a horrible salesmen though. Instead of flying over the area, he should have been down there showing his face with his sleeves rolled up, thats where he screwed up, big time. If he had done that his detractors wouldn't have been as empowered.

While there was certainly looting going on during Katrina, a lot of the claims of rapes and killings turned out to be nothing but rumors. Things were happening so fast, someone would make a claim and the claim spread like wildfire. The story, if it was true at all, would take on more gruesomeness as it got passed on from one person to another. Eventually, people would hear these stories from enough people...including the media which was not verifying any of it's sources then...that they became accepted as fact. After the hurricane was over, and people calmed down and people took the time to try to verify the stories...many of them turned out to be totally untrue, or at the very least, not nearly as bad as originally claimed.

The lesson to be learned here, is that not everything you read on the Internet is true.

I'm not sure, but from the outside, it seemed like the American government was pretty slow off the mark to get in there and lend a hand. Also, as I understand it, they didn't let the governments from other nations go in and get their people out who were visting the area, for what felt like a very long time.
Your comment about white people knowing how to behave in such a situation is very misguided.

each city and state has a legal responsibility to care for its own

when there is no access to provision then the government is to issue whatever helps it can

but many tend to forget that it took time to gather the necessary items much less get them to the areas most in need and then be redistributed cos we are so used to I want it, so I should get it mindset --- relief efforts generally do not come overnight .... especially when coming from other areas

let us just be thankful there were those willing to help

many churches and mission efforts were the first on the scene but you see when the credits rolled, the local government and federal were the first trying to stake the claim

God's people were right where He needed them to be - extending His arms to those in need!

Have you seen the HBO Special: When the Levees Broke: A Requiem in Four Acts.

It would clearly explain how black people pull together. No one was raped..etc those were alleged reports that the media made.

And to answer your question: India vs USA when disaster strikes.

You have your answer.
