Older women can get away with it -- a certain sophistication is implied with wearing a hat.
Grown men cannot, nor can boy and girls. The baseball cap (forwards or backwards) is a horrible fashion statement and merely looks crude.
Once every 72 days a girl might wear a hat for the cute factor - any more than that is an affectation and smacks of lack of dignity.
Bald men must just buck up, stand tall and let that dome shine. Be a man, dammit!
Cowboy hats are a symbol along the lines of a big truck and a small penis ~ they should stay on the ranch, period.
Military and the Police are required to wear hats, it finishes the uniform look and enhances the sense of authority and that works for them.
Do-rags and other pirate attire merely suggests bad hygiene and is frowned upon in tasteful circles.
Like I said, only older women can wear a hat with any style and flair. Think Audrey Hepburn in Breakfast at Tiffanys!

Providing it is the right shape and size for your head, most people can get away with wearing hats. You also have to take into consideration the rest of the outfit you are wearing. For example, a flat cap with a tracksuit, though coveted by many a celebrity, is not a good look - it mixes formal with informal in a way that just doesn't work.
