It could be bad or it could be nothing.
"I have lots of little bumps (almost like goosebumps or whiteheads) on my penis. Is this a sign that something is wrong?
– Colin
Small bumps on the penis can be a few things. Little white bumps on the shaft of the penis that don't hurt and are not red or swollen may be pimples or ingrown hairs. These are common and they're nothing to worry about. Another condition that's normal and no cause for concern is pearly penile papules. These whitish bumps appear on the glans (head) of the penis or along the edge of the glans in many guys.
If you are or have been sexually active, bumps on the penis may be signs of sexually transmitted diseases (STDs). Painful blisters, bumps, or ulcers may be herpes. Another STD, genital warts (HPV) can show up as bumps on the penis. Sometimes these are irregular in shape or even barely seen, and they're not painful. Some other STDs, like syphilis, also can show up as painless ulcers on the penis. Although the bumps associated with STDs may not be painful, they could put your health and your partner's health at risk if they are not treated quickly and properly.
Of course, the skin on the penis — like the skin anywhere else on a person's body — can get irritated. And it's often hard to distinguish normal bumps from those caused by an STD. So the only way to really know what your bumps are is to be examined by a doctor."

It could be Herpes or Genital Warts. Get them treated, ASAP! And tell your partner, so she can get treated too. If you have multiple partners then let them all know so they can get checked and treated. Genital warts can lead to cancer in women. Both of the viruses I mentioned are forever, there is no cure for either, but they both can be managed. And I highly recommend you get an HIV test, since having one STD puts you in a higher risk category for HIV/AIDS. If you have Herpes or warts then you need to not be sleeping around (I'm not saying you do, but just in case), find a loving, understanding partner you can be honest with and only have sex with her when you are NOT having an active outbreak. And don't have sex with any person unless you let that person know about your condition, it would be terrible of you to pass that along to some unfortunate, unknowing person. Good Luck.
