This proverb means that you should always do things while you have the opportunity, or in other words, take the initiative to get a job done while you still can.

Hay is dried long grass from wheat or paddy after the grain is removed.
In order to dry the grass we need the sun. We cannot make hay when the sun goes down.
This goes to say we have to do things when we still have the oppotunity to do them. Or else it will be too late and we would have lost our chance.

Do your work early, right away, while you can. The time may come when you can no longer do it and it is too late. For the farmer (before advent of lighted field equipment), when the sun went down it was too late to work in the field.
