Wet sanding will be a nightmare. Your sand paper will last about 30 seconds and yu'll got through a bunch of it. Dry sanding is okay, but it you use too fine a paper, you'll have the same problem - build-up. Dry sanding spackle will work (using about a 100 grit paper) but it does produce a cloud of dust. Spackle responds well to a wet sponge, but don't wait too long on the spackle drying. Spackle will dry to a bit of a sheen, and the sponge won't work as well. Rubbing down with a sponge while the spackle is a tad bit damp will enable you to work out some of the pins holes that would otherwise, just be discovered when dry sanding. Your choice. Good luck

you can wet sand, and it will keep the dust down. however, in all my years experience with drywall repair i find there is no better finish than a fine sanding. i have a collection of VERY worn down sanding sponges just for the final sanding. wet sanding works, but it softens the patch and can leave it rippled.

No dry sand it, It will get in the finer places better, Leaving a smooth clean finish, Allowing you to later Paint it.

If you wet sand the spackle, it will turn all gooy again, just dry sand it.

for small patches go ahead and wet sand with a sponge much cleaner than sand paper

always use a fine sand paper and smooth lightly, then feel with your fingers to make sure you don't feel anything different from the wall.

Dry sand, but use a vacuum attachment and fiberglass mesh instead of paper .... it will be much cleaner. There are various models (see link for one).

Using a sponge will make the area very smooth and noticeable after painting it as the paint will change texture in that area.
