best free background search. or public record search?

I would like to know details with out paying, ha ha...
On persons other than myself.

I looked for years for one but have never found it. Sometimes you get lucky with the free ones but usually they just flip you to a page that says "We know the Answer. Give us twenty bucks and we will tell you." The Internet switchboard, Intelius, one comes close enough so that you know that they really have the answer but the answer is never free.
